VBA won't start Excel

I tried to start Excel through VBA as per the instructions and this is all I get

10/21/2008 - 8:58:23 PM Program started successfully [Registered version 1.6]
10/21/2008 - 8:58:29 PM Trying to open File: C:\Windows\Installer\{90120000-0030-0000-0000-0000000FF1CE}\xlicons.exe
10/21/2008 - 8:58:31 PM New process creation error...
10/21/2008 - 8:58:31 PM Error code = 0xc1; Description : %1 is not a valid Win32 application.

Hello,

"C:\Windows\Installer\{90120000-0030-0000-0000-0000000FF1CE}\xlicons.exe" is not an excel file - it is executable application.
If you want to unprotect VBA code inside the excel file - just open one in VBA Password Bypasser.

I tried to open the document, it won't open, so I looked in the VBA help file and got this

In addition (for example, in the case if the extension of the protected files is not registered in the system), you can just run the VBE-featured application (Word, Excel... etc) using VBA Password Bypasser and open document and bypass password as with the first way.

How to start VBE-featured application to bypass password.

1. Start VBA Password Bypasser.

2. Click – "Run VBE-featured Application to Bypass password......" second button.

3. Select Application (executable) you want to run...

4. Open your document with password protected VBA project in started application.

6. Go to VBA Script Editor and enter any password (e.g. '123').

7. VBA project will be opened successfullthat's when I got the error message

Hello,

xlicons.exe is no MS Excel. Could you please send us your Excel file for examination or the log after opening Excel file and not this application?
